Alcohol related charges dominate trooper report

Alaska State Troopers this week reported 11 arrests in the Bristol Bay region, seven of them alcohol-related.
The information below is taken from the troopers' reports. Any charges are merely accusations and the defendants are presumed innocent unless and until proven guilty.
Ronald Zimin Jr., 32, of Naknek, was arrested during a traffic stop for a moving violation near mile 4 of the Alaska Peninsula Highway at Naknek on Aug. 7 for driving under the influence of alcohol. Troopers said Zimin was remanded to the Bristol Bay Borough jail in King Salmon where he was being held pending arraignment.
Richard Wilson, 20, of Naknek was cited by wildlife troopers on Aug. 7 for operating a skiff on the Naknek River with two people onboard and only one personal flotation device in the boat. Bail was set at $110.
Wassilly Kyakwok, 23, of Aleknagik was arrested at about 9:30 p.m. on Aug. 6 in relation to the theft of skiffs from the beach of North Shore Aleknagik.
Troopers also reported on Aug. 8 two incidents at Dillingham on Aug. 5 in which travelers were stopped before importing alcoholic beverages into local option areas.
A 42-year-old Mankotak woman, who was not identified, was charged after two bottles of vodka and two bottles of R&R whisky were seized from her luggage. Troopers also referred to the juvenile probation office an unidentified 15-year-old boy from Togiak whose luggage contained 12 bottles of whisky Further investigation identified a 26-year-old man who purchased the alcohol for the teen. He was charged with furnishing alcohol to a minor, but not identified in the trooper report.
Alaska State Troopers at Dillingham said they were responding to a call that a man was stealing skiffs and citizens were intervening to stop him. Kyakwok was under the influence of alcohol and operating a four-wheeler at the time, the trooper report said.
Kyakwok took three different skiffs from the beach and fled into the wood, where troopers located him hiding. He was arrested for two counts of vehicle theft I, theft II and driving while under the influence. He was later charged with refusal to submit to a chemical test and harassment II.
Howard Anderson, 47, of Chignik Bay, was arrested at about 3:15 a.m. on Aug. 6 by the village public safety officer at Chignik Bay on a charge of domestic violence assault IV, in an alcohol related incident.
The trooper report said Anderson physically assaulted an adult female, causing minor injury to her face. He was booked at King Salmon jail.
Fred Tom Hurley Jr., 55, of Ekwok, was arrested at about 10:45 a.m. on Aug. 3 by the Ekwok village public safety officer with an arrest warrant for contempt of court.
Hurley was under the influence of alcohol, in violation of probation conditions, and was booked into the Dillingham Jail for the arrest warrant and probation violation.
Philip Andrew Sr., 41, of New Stuyahok, was arrested by the village public safety officer in New Stuyahok about 4 a.m. on Aug. 4 related to a domestic disturbance.
According to the Alaska State Trooper report, Andrew physically assaulted an adult female by strangling her and physically assaulted a juvenile boy by head butting him.
He was booked into the Dillingham Jail on charges of domestic violence assault II, III, and five counts of domestic violence assault IV.
Peter Murphy, 56, of Aleknagik was arrested at about 9:32 a.m. on Aug. 4 by the village public safety officer at Aleknagik on domestic violence charges.
Troopers said Murphy physically assaulted an adult female by grabbing her by the wrists and holding her down and would not let her go, and that his actions scared another female.
Murphy was arrested on two counts of domestic violence assault IV and for resisting arrest.
According to the troopers report, a man walked out of a liquor store in Dillingham on Aug. 3 handed Ben Samuels, 47, of Togiak a bag containing several bottles of alcohol, and Samuels gave the man one of the bottles from the bag.
Samuels is on felony probation for felony alcohol importation, and is prohibited from possessing or consuming alcohol. Investigators contacted Samuels and the other man, and five 750ml bottles of vodka were seized from Samuels and the other man. Samuels was arrested for felony probation violation.
On Aug. 2, authorities contacted Victoria Blue, 25, of Togiak, at a local air carrier in Dillingham as she was boarding a flight to Togiak, a local option community that has voted to ban the importation, possession and sale of alcoholic beverages.
Blue's luggage was seized and she ws taken into custody. A search warrant was served on her luggage and six 750ml bottles of R&R whisky were seized.
Blue has two prior convictions for importation of alcohol to a local option area. She was remanded at the Dillingham Jail on a charge of felony importation of alcohol to a local option area.
A Washington State man was charged on July 27 with importation of alcoholic beverages into a local option area in the Bristol Bay region, troopers said in their Aug. 4 report.
An investigator at the Dillingham airport on July 27 saw several large coolers being loaded into an aircraft and determined that the coolers belonged to William Pond, 26, of Lacey, WA., who was going to a fishing lodge, which involved landing in Togiak, the trooper report said.
Togiak is a local option community that has voted to ban the importation, possession and sale of alcoholic beverages. The fishing lodge falls within the five mile boundary of that local option area.
The investigator seized six one-liter pop bottles in gallon size Ziplock bags and those bottles were found to contain alcohol, troopers said.
