More commercial harvesters cited for violations

Alaska State Wildlife Troopers during the past week reported citing more than three dozen individuals for commercial and sport fishing violations and operating power boats without valid Alaska boat registration in Bristol Bay

The citations come on the heels of a week when wildlife troopers cited 26 other commercial fishermen for a variety of violations in the Egegik district of Bristol Bay.

State troopers said the number of commercial fishing citations was due in part to the early arrival of the 2011 sockeye salmon run into Bristol Bay.

The information below, also including several other incidents, is taken from the Alaska State Trooper reports. Any charges are merely accusations and the defendants are presumed innocent unless and until proven guilty.

All fisheries citations were written by wildlife enforcement troopers and arraignments listed are for Naknek District Court, except where otherwise noted. This update includes some alleged violations reported earlier this week.

Nicholas Basargin, 22, of Alberta, Canada, and Alexey E. Basargin, 34, of Homer, were cited June 28 and June 30 for commercial fishing in closed waters of the Nushagak section of Bristol Bay. Arraignment was set for June 12 in Dillingham District Court.

David B. Zielinski, 47, of Seattle, and Karl L. Nelson, 50, of Port Angeles, WA., were cited June 30 for commercial fishing in closed waters in the Nushagak section of Bristol Bay. Arraignment was set for July 12 in Dillingham District Court.

George Jacob Earl, 20, of Wasilla, Aiying Sun, 53, of Fairbanks, and Tobin Eli Kunz, 31, of Raymond, WA., were cited on July 1 for failing to register their vessels in the Egegik commercial fishing district. Bail for each was set at $60, with an optional court appearance.

Sarah Z. Catalone, 47, of Manakotak; Moxie I. Wyagon, 38, of New Stuyahok; Alexie Mochin Jr. 54, of Manakotak, and Ferdinand Sharp, 62 of Manakotak were all cited on June 30 for operating a power boat without a valid Alaska boat registration as required. Bail for each was set at $60 and arraignment in Dillingham District Court within 15 days.

Bertinious Foss, 72 of Anchorage, was cited in Iliamna on June 30 for driving a motor vehicle while his driver's license was revoked for a DUI. Foss was issued a summons to appear in court.

Matthew K. Olsen, 45, of Yreka, CA., was cited June 29 for commercial drift gillnet fishing in closed waters south of the Nushagak district line. Arraignment was set for July 19 in Dillingham District Court.

Ace C. Keim, 30, of Anchorage, was cited June 29 for fishing during a closed period in the Nushagak district of Bristol Bay. Arraignment was set for July 12 in Dillingham District Court.

James H. Bingman, 74, of Dillingham was cited June 29 for commercial fishing in closed waters of the Nushagak section of Bristol Bay. Arraignment was set for Dillingham District Court on July 12.

Keith Skalsky, 48, of Wasilla, was cited on June 29 for failure to record a king salmon taken on the Nushagak River immediately upon landing as required. Bail was set at $100 and arraignment scheduled for Dillingham District Court within 20 days.

Russel W. Brickner, 56, of Spokane WA was cited on June 29 for sport fishing without a valid 2011 license or valid king salmon stamp on the Togiak River. Bail was set at $400, and arraignment scheduled in Dillingham District Court within 20 days.

Niclas J. Reuben, 25, of Sequim, WA., was cited on June 28 for operating a power boat without a valid Alaska boat registration as required. Bail was set at $60 and arraignment scheduled in Dillingham District Court within 15 days.

Timothy Juarez, 50, of Tillamook, Oregon, was cited on June 28 for failing to complete his sport fish guide log book as required while guiding on the Nushagak River. Bail was set at $200 and arraignment set for within 20 days in Dillingham district Court.

Thomas L. Hoseth, 59, of Dillingham, was cited June 27, for commercial fishing in closed waters of the Nushagak section of Bristol Bay. Arraignment was set for Dillingham District Court on July 12.

Katherine R. Carscallen, 25, of Dillingham was cited June 27 for operating a commercial drift gillnet during a closed period in the Nushagak district as skipper and permit holder on board F/V Sea Hawk and for failing to have a vessel triangle plate permanently attached to the vessel as required. Arraignment was scheduled for July 19 in Dillingham District Court.

Marshall S. Kenneson 38, of Tumwater WA., was cited on June 27 for commercial fishing aboard the F/V Wahoo 2 minutes and 5 seconds after the district closure. Arraignment was set for July 15.

Jason E. Mitchell, 30, of Bellingham, WA., was cited on June 22 for operating the F/V Gold River without a valid registration displayed on the vessel. Bail was set at $60.

David A. Conrad, 31, also of Bellingham, WA., was cited on June 23 for commercial fishing without possessing a 2011 Alaska commercial fishing crewmember license. Bail was set at $260.

Cited on June 22 for operating a fishing vessel without a current vessel document on board were Joseph M. Childers Jr. 58, of Olympia, WA., aboard the F/V Whiskey Creek; Jonathan A. Flora, 30, of Homer, of the F/V Eagle Claw; John M. Crosbie, 50, also of Homer, of the F/V Kasota, and Ross W. McDonald, 55, of Coqville, Oregon, of the F/V Mac Attack. Bail for each was set at $60. No further information about court dates was provided by troopers.

Scott M. Cheledinas, 47, of Bozeman, Montana, and Daniel T. Cheledinas Jr., 19, of Seattle, WA. were cited on June 24 for commercial fishing in closed water in the Egegik District. Arraignment is scheduled for July 22.

Adam C. Evich, 40, of Fairhaven, Mass., was cited on June 24 for commercial fishing in closed water and displaying the "D" for dual permit holder when there was only one permit holder on board in the Egegik District. Arraignment is scheduled for July 22.

Brennan J. Best, 24, of Soldotna, was cited on June 24 for commercial fishing in closed waters in the Egegik District. Arraignment is scheduled for July 15.

John Baden Hansen, 54, of Anchorage, was cited June 24 for commercial fishing in closed waters in the Egegik district. Arraignment is scheduled for July 15.

Andrew Sabol, 64, of Malibu, CA., was cited for commercial fishing in closed waters in the Egegik District. Arraignment is scheduled for July 22.

Geoff L. Wyman, 63, of Dillingham, was cited on June 23 for commercial

fishing in the Egegik District with a drift gill net with a red end buoy that was not marked with the defendant's Alaska Department of Fish and Game number or vessel name. Arraignment is scheduled for July 20.

Erik L. Hart, 37, of Sitka was cited on June 20 for operating the F/V Debra D without having a 2011 commercial fishing crewmember license in his possession. Bail was set at $260.

An unknown person drilled a hole in a 500 gallon fuel tank at the Alakanuk ANICA store in Alakanuk on June 20 and stole approximately 100 gallons of fuel. The tank has been fixed and the Environmental Protection Agency was notified. The investigation is ongoing.
