Full Text RESOLUTION 09-32 A RESOLUTION CONCERNING THE STATEMENT OF ISSUES AND RECOMMENDATIONS FOR THE U.S. DEPARTMENT OF COMMERCE WHEREAS: The U.S. Secretaries of Agriculture, Education, Energy and Housing and Urban Development came to the AVCP Region on August 12, 2009, and met with tribal representatives and regional leaders on issues and concerns related to the cultural, social, economic and community development needs of A VCP member villages; and WHEREAS: These regional issues and concerns were documented in separate statements of issues and recommendations for administrative and legislative action, and which also included proposed actions directed to the U.S. Department of Commerce and the U.S Department of Interior in the exercise of their authorities and responsibilities in the A VCP Region; and WHEREAS: Issues and recommendations for the U.S. Department of Commerce included expanding Small Business Enterprise and Opportunity programs, protect Chinook salmon, implement a hard cap of 32,500 Chinook in the Pollock fishery effective immediately, providing AVCP with approximately $6.5 million to create a Regional Subsistence Resource Research Program, funding for the Arctic-Yukon Kuskokwim Sustainable Salmon Initiative, and urging Congress to enact the proposed Native American Challenge Demonstration Project Act of 2009. NOW THEREFORE BE IT RESOLVED by the delegates to the 2009 Armual Convention of the Alaska Federation of Natives supports and approves that the proposed administrative and legislative actions for the U.S. Department of Commerce be implemented to address the cultural, social, economic, and community development needs of Alaska Native villages across the State of Alaska .
